Orangeburg County Grants Administration supports and promotes programs that benefit the County and the welfare its citizens. We are committed to opportunities that enrich our communities, improve standards, promote citizen safety and stimulate community and economic growth.
In addition to applying for new funds, Grants Administration oversees and manages existing awards for the County.
Funding examples include:

Grant Making in Orangeburg County
Grant writing is a process which requires good communication and organization between all participants. Communities seeking assistance should be advised that not every project is fundable. Nearly every proposal has merit but acceptability is based on availability. Should a grant exist, the project must be consistent with our mission and the funding agency’s goals.Please be advised that Grants Administration is governed by federal, state and local laws and cannot assist individuals seeking profit or personal financial assistance. We also reserve the right to refuse a proposal if it is not consistent with our mission; if resources are limited, or if that project should conflict with any federal, state or local restriction.
Due to the highly competitive nature of most grants, funding may vary from year to year but we are enormously grateful to those agencies who have allowed us to better our communities and expand development through their programs.

2009 Community Development Block Grant Recovery Program (CDBG-R)
Grant Amount: $475,000
Funds were awarded to the County of Orangeburg for the purpose of establishing sewer infrastructure west of the Edisto River in Phase III (A) of the Edisto Sewer Project.

Loan Amount: $2,088,000
Funds were awarded to the County of Orangeburg for the purpose of establishing sewer infrastructure west of the Edisto River in Phase II (b) and III (b) of the Edisto Sewer Project.

2009 Recovery Act BJA Edward Byrne Memorial Justice Assistance Grant Program
Grant Award: $169,606
Funds were awarded to the County of Orangeburg’s Sheriff’s Office for the purpose of hiring gang officers to police neighborhoods, promote prevention and awareness, and to address citizen concerns.

Grant Award: $500,140
Funds were awarded to the County of Orangeburg’s Sheriff’s Office for the purpose of hiring and rehiring career officers.

Energy Efficiency and Conservation Block Grant Program
Grant Award: $125,000
Description: Funds are being used to dispose and replace low efficiency air handlers at the Orangeburg County Law Complex.

Orangeburg Water Expansion, Phase I
Loan Amount: $2,830,000
- Highway 210 beginning at I26 to Highway 15 near Santee
- Highway 176 beginning at Senator John Matthews Park to Exit 90 and 93 on I95
Description: This project will include (14) miles of Water Main, Valves and Fire Hydrants. It also includes 300,000 Galleon Elevated Water Storage Tank at the intersection of 176 and Interstate 95 and one (1) master meeting connection with the Lake Marion Regional Water Agency.
These improvements will undoubtedly increase property value and marketability, thereby stimulating economic growth which will create job opportunities and provide for residential sustainability.

Vance Area Water Main Extension
Loam Amount: $820,000
Location: HWY 6, HWY 210, HWY 310
Description: This project will include the extension of the County’s water system for the proposed improvements for the construction of approximately 30,000 Linear Feet of Water Main to supply water to the Town of Vance.

Town of Bowman Water Expansion
Loan Amount: $2,272,000
Description: This scope involves upgrades and extensions to the Town of Bowman’s water system and will introduce (10) miles of Water Main, Valves and Fire Hydrants along Hwy 210 and Kizer Rd. The project will also introduce an Elevated Water Storage Tank at the intersection of HWY 210 (Vance Rd) and I26. These upgrades will provide residences with public water and stimulate industrial development around I26.
United States Department of Agriculture, Rural Utilities Service (RUS) Broadband Initiatives Program (BIP)
Grant Award: $13,987,499Loan Amount: $4,662,501
Location: Southeastern Orangeburg County
Description: USDA funds will be used to install fiber optic cable throughout the designated areas of southeastern Orangeburg County. The broadband network will have the ability to provide un-served homes and businesses unlimited speed, voice, data, and video services. This project will offer broadband to an estimated 3400 subscribers in the Branchville, Bowman, Rowesville and Canaan communities.

Grant Award: $199,920Description: These funds will be used to conduct a needs study of those areas not scheduled for broadband construction in order to continue expansion.

Orangeburg County Litter Control
Description: Funds were used to purchase digital equipment and support materials, such as cameras, recorders, visual aides, and more. All items will be used to assist in Litter Control investigations, documentation, and the prosecution of offenders.

Orangeburg County Sheriff’s Office (OCSO) Youth Initiative
Description: Funds will be used to enhance existing OCSO programs that target middle and high school students in Orangeburg County. The Sheriff’s Office recognizes that today’s youth are tomorrow’s future. Educating them on the consequences of a criminal lifestyle will undoubtedly provide them a realistic view of the society and lay the foundation for success. The overall objective is to strengthen law enforcement’s relationship with young persons in an effort to prevent crime and generate a positive impact.

FY 2010 COPS Technology Grant
Grant Amount: 500,000
Orangeburg County Sheriff’s Office (OCSO) Technology Program
Description: Funds will be used to install GIS / Mapping software that will integrate with fusion centers. The modified system will establish a base for criminal mapping, criminal analysis of trends and underlying factors, and lay the course for criminal targeting. It will also have the ability to link and communicate with various state and federal agencies during emergencies, providing a technological edge and measure of safety for citizens.

Branchville Neighborhood Park, Phase I
Description: Funds were used to remove hazardous playground equipment, install ground cover, and purchase ADH approved playground equipment. Minor tasks included the removal of building graffiti and overall clean up of the grounds.

Lower Savannah Council of Governments
County of Orangeburg
Funds were used to renovate a vacant portion of the Department of Social Services building for the DDSN Senior Program. Equipment was also purchased for the Council on Aging to improve the quality of their physical program(s).

Administered through the Lower Savannah Council of Governments
Grant Amount: $2,900,000
Description: This award follows a previous grant to establish a bus transit system in Orangeburg County. These funds are being used to construct an Orangeburg County Transit Facility.
