Arrest Warrants and Courtesy Summons
In order to get an arrest warrant, you must first file a complaint with your local law enforcement agency. They will complete an “Incident Report” and give you a copy.
The law enforcement officer must seek an arrest warrant from the magistrate.
Another option is for private citizens to present their complaint to a magistrate and if the magistrate determines there is probable cause to issue a courtesy summons, then the person filing the complaint may sign a summons.
