

MOBILE HOME INFORMATION:
ORANGEBURG COUNTY MOBILE HOME INSPECTION INSTRUCTIONS:
Obtaining a permit does not mean that you are scheduled for an inspection. To schedule a mobile home inspection you need to call the Building Inspection Department at 803-533-6173. Office hours are 8:30am to 5:00pm. We do require a 24-hour notice prior to performing the inspection. (I.E, your request is called in on Monday before 5:00PM, your inspection will be performed on Tuesday.)When requesting your inspection, you will need to provide the permit number and or tax map number.
The only persons permitted to engage in mobile home set-up are those individuals who are licensed as installers in the State of South Carolina, per the South Carolina Manufactured Housing Board.

The following items shall be completed prior to calling for an inspection:
- Newly purchased mobile homes from a retail location shall be required to comply with the National Manufactured Housing Construction and Safety Act of 1974.
- The area where your mobile home is going will have to be free of all vegetation and shall be sloped to prevent water build-up underneath the home.
- All utilities will have to be hooked up. This includes all electrical, plumbing, non-portable heat source, and gas if provided. Gas lines will require a gas test. Test pressure is 10psi for natural gas and 20psi for LP gas installations.
- Inspectors will require entry to home to perform following inspections:
- Electrical panel shall be inspected
- Heat source shall be inspected
- Smoke detectors shall be verified
- Mobile homes are required to have skirting and will have a 6-mil vapor barrier installed for entire width and length of home.
- Permit shall be posted in a conspicuous space.
- Newly purchased and installed homes from a retail location will require set-up manuals to be on-site during the time of inspections.
- Mobile home decal from Orangeburg County Permitting office must be displayed in the widow nearest the street.
- Underground service wiring laid in a trench/ditch will need to be left open for inspection.
- All egress doors will require stairs that provide no more than an 8-1/4 inch rise. Steps are to be uniform with no more than 3/8 of an inch between the complete rise of steps.
- All steps shall be secured to earth to prevent wind uplift.
- 3 ft x 3 ft minimum landing required at main entrance and all doors that swing out.
- If landing is at a height of 30 inches or more when measured from grade, guardrails shall be provided to a minimum height of 36 inches. Pickets are to be spaced so a sphere 4” in diameter cannot pass through.
- All stairs with 4 or more rises shall have a minimum of one handrail on either side of the flight of stairs. All stairs shall be anchored to earth.
- The E-911 address number must be affixed to the home. Numbering height minimum is 3 inches.

STEPS TO CONSIDER PRIOR TO PURCHASING A MOBILE HOME:
- All mobile homes are required to comply with the National Manufactured Housing Construction and Safety Act of 1974, 42-U.S.C. 5401, et seq. Only mobile homes that are built on, or after June 15, 1976 in accordance with the above reference shall be permitted to be moved into or within Orangeburg County. Existing mobile homes that pre-date this requirement and are not going to be moved from their pre-existing location are acceptable.
- All mobile homes are to be in habitable condition prior to the sale of the home. No person can offer for sell a home that is not habitable at the time of the sale. This is an unlawful act per SC State Manufacture Housing Board.
- Once the mobile home is purchased and prior to moving the home the company or the owner is required to obtain a moving permit and a set-up permit. (NOTE: ONLY LICENSED INSTALLERS CAN SET-UP MOBILE HOMES)
- Cost for the set-up permit is as follows:
- Single wide mobile home - $150.00
- Double wide mobile home - $250.00
- To register a mobile home you will need the following:
- Mobile home purchased from a dealer
- Purchase agreement
- Form 400
- Current copy of the mobile home installer’s license from the SC State Manufactures Housing Board.
- Site plan showing all property set backs in relation to the placement of the mobile home.
- Mobile home purchased from an individual
- Title for the mobile home or Bill of Sale
- Form 400
- Current copy of the mobile home installer’s license from the SC State Manufacturing Board
- Site plane showing all property set back in relation to the placement of the mobile home
- Cost of the registration decal is $5.00.
- Registration decals are to be posted in a window nearest the street. This decal shall be posted at the time of inspection and remain in place for as long as the home resides at the location.
