Kenneth Kinsey


Career

Chief Kenneth Kinsey returned to the Orangeburg County Sheriff’s Office in 2011 when Sheriff Leroy Ravenell took office. Kinsey’s previous experience includes the South Carolina Law Enforcement Division and the First Judicial Circuit Solicitor’s Office. Kinsey’s law enforcement career began in Orangeburg County and for those 13 years, he served in various deputy and supervisory positions.

Forensics Expertise

Kinsey has been qualified as an expert in the South Carolina Courts of General Sessions, and the United States District Courts in:

  • Blood stain pattern examination
  • Crime scene investigation
  • Crime scene reconstruction
  • Fabric impression examination
  • Fingerprint examination
  • Tire tread and footwear examination

As an investigator Chief Kinsey lead or supervised more than 100 homicide cases in Orangeburg County and 750 throughout the state.

Certifications

Kinsey is certified by the South Carolina Criminal Justice Academy as a Specific Skills Instructor, handgun instructor, shotgun instructor, and patrol rifle instructor, and has previously been certified as an National Rifle Association Law Enforcement Firearms Instructor.

He has been internationally certified as a crime scene investigator, and has consulted in civil cases in the area of police officer use-of-force.

Education

Kinsey is a graduate of Clemson University with a Bachelor of Science in Resource Management and Troy University with a Master of Science in Criminal Justice. Kinsey completed his Doctor of Philosophy (Ph.D.) at Walden University, in May, 2019, with his published dissertation, titled: Use-of-Force, and Perceptions of Public Attitudes Held by Police Trainers.

Other Involvements

He is a member of the South Carolina International Association for Identification, the International Association for Identification, South Carolina Law Enforcement Officers Association (SCLEA) and the Advisory Board for the Salvation Army. He serves as the Regional Representative for South Carolina (SCIAI).

Chief Kinsey is a past regional representative of the South Carolina International Association for Identification (SCIAI), and member of the International Association for Identification. He is currently a member of the South Carolina Sheriff’s Association. Kinsey has served as a member of the Salvation Army Advisory Board, and is currently a member of the Orangeburg County Chamber of Commerce Board of Directors.
